According to the fourth national economic census, the legal entities of small and medium-sized enterprises in China account for 99.8 per cent of the legal entities of enterprises of all sizes, and employment accounts for 79.4 per cent of the total employment of enterprises. "in the face of the triple pressure of demand contraction, supply shock and weakening expectations, the uncertainty of the prospects of small and micro enterprises that have absorbed a large number of low and medium-sized consumer groups has increased, the salary level of employees has stagnated, and the uncertainty of personal and family income has also inhibited the willingness to consume." Zhou Shanhong, deputy to the National People's Congress, Secretary of the Party committee and chairman of Jiangsu Wanshun mechanical and electrical group, submitted suggestions to the ongoing two sessions of the National People's Congress to issue consumption vouchers for low-and middle-income groups, and at the same time, the coverage of consumption vouchers should be more inclined to small and micro enterprises.
